Abstract: This study evaluated the activities of Satellite Town Development Department (STDD) in Karshi satellite town of FCT, Abuja, Nigeria. The survey research design was employed for the study whereby data was collected through questionnaires, interview and field observation a checklist of the variables. Data collected were analyzed using descriptive statistical tools such as percentages and frequencies; also the student t- test and Relative Satisfaction Index (RSI) were applied. The study shows a significant difference (deficit) in the quantum of service delivery of Satellite Town Development Department (STDD). Also, the RSI shows that the residents indicated high level of satisfaction with roads provision, electricity services and upgrade of the existing settlement. Low satisfaction was expressed in the other areas of the service delivery including waste disposal, housing delivery, water supply and resettlement of the affected persons. The study observed that the poor performance of Satellite Town Development Department (STDD) emanated from a number of issues ranging from poor financing in term of budgetary allocation, release and lack of policy backing, poor man power among others. This resulted into a number of planning implications ranging from continuous proliferation of informal settlements, continuous population pressure in the FCC, contravention of the master plan, among others. Thus, it is recommended that preparation of a true development plan within the capacity of the department to complete implementation of the Karshi satellite town development scheme, good governance and management issues that will lead to Satellite Town Development Department (STDD) efficiency and discipline, public/private sector synergy, provision of policy instruments and participatory approach should be intensified. Also attitudinal change that will create a conducive atmosphere for the much desired performance of Satellite Town Development Department (STDD) to accomplish its mandates is recommended.
